مايكروسوفت تطرح هاتف نوكيا الذكي بنظام أندرويد

قدمت شركة مايكروسوفت أمس الثلاثاء، جهاز "نوكيا X2"، الذي يعد أحدث هواتفها الذكية بعد اتمام صفقة الاستحواذ على شركة نوكيا.

ويعتبر " X2" نسخة معدلة من الهاتف "نوكيا X"، وتستهدف به الشركة أصحاب الميزانيات المحدودة، وهو ما يبدو من مواصفات الجهاز.

وللجهاز شاشة بحجم 4.3 بوصة، وذاكرة بسعة 1 غيغابايت، مع سعة تخزين داخلي 4 غيغابايت قابلة للزيادة ببطاقات الذاكرة حتى 32 غيغابايت.

ويتميز الجهاز الجديد بكاميراتين، خلفية بدقة 5 ميغابكسل وأمامية بجودة "VGA"، ومعالج ثنائي بسرعة 1.2 غيغاهرتز.

ويعمل " X2"، الذي يدعم العمل بشريحتي اتصال، بنسخة معدلة من نظام أندرويد من تطوير شركة نوكيا.

وحرصت مايكروسوفت على تزويد الجهاز بمجموعة من تطبيقاتها مثل "سكايب" و"أوت لوك" وتطبيق الخرائط "هير مابس"، وخدمة التخزين السحابي "وان درايف".

كما أتاحت للمستخدم تحميل المزيد من تطبيقات عبر متجر "نوكيا ستور"، بالإضافة إلى تنزيل تطبيقات من متاجر أخرى.

ومن المقرر أن يتوافر "نوكيا X2" في الأسواق الشهر المقبل بسعر 99 يورو، أو ما يعادل 135 دولار.

Swiss referendum calls for introduction of immigration quotas

A referendum held in Switzerland has narrowly backed the introduction of tighter immigration controls. 50.3% of those who voted supported the introduction of the controls and, according to the Swiss system of direct democracy where referendums are binding, the controls must now be introduced. 

The result was announced on Sunday 9th February 2014. It came as a surprise because polls had predicted that the 'no' vote would win fairly comfortably. The vote was instigated by the right wing UDC party. The Swiss government and industry bodies had urged Swiss voters to vote against the motion.

The vote seems to have been split with voters in urban areas supporting the government's line while rural voters voted predominantly to limit immigration. The Swiss justice minister Simonetta Sommaruga told journalists 'This is a turning point, a change of system with far-reaching consequences for Switzerland'.

Swiss in breach of treaty with EU

Ms Sommaruga is right. The 'yes' victory raises the possibility that the European Union will introduce sanctions against the country because the new law will limit the freedom of EU citizens to live and work in Switzerland putting the Swiss in breach of a treaty with the EU.

Switzerland is not a member of the European Union but is surrounded on all sides by countries which are. Over 50% of its trade is done with the European Union and most of the 90,000 immigrants who enter Switzerland every year come from the EU.

Over one quarter of the population is now made up of immigrants, many of them EU nationals from Germany, France and Italy.

Switzerland in Schengen Area

Switzerland is even part of the EU's Schengen Area, an area comprising 27 countries which have abolished internal border controls.

The referendum vote will make it very difficult for the country to remain part of the Schengen Area as the Swiss would need to check passports at the border to ensure that those wishing to enter had the right to do so.

The European Commission's initial reaction was negative. A spokesman said that the EC 'regretted' the outcome and said 'this goes against the principle of free movement of people between the EU and Switzerland'.

'The single market is not a Swiss cheese'

By lunchtime on Monday 10th February, the European Commission response was becoming increasingly feisty. Vice-president of the Commission Viviane Reding told The Financial Times 'The Single Market is not a Swiss cheese. You cannot have a single market with holes in it'.

She told BBC Radio 4's Today breakfast program on 10th February 'you (Switzerland) cannot have pick and choose, because it is a package of seven agreements to give access to the internal market…it is a whole package they have signed up to'.

Martin Schulz, the president of the European Parliament had a similar message for the Swiss. He told journalists, 'one thing is clear: you can't take advantage of a big European internal market and stay outside [on] other questions at the same time. This is what we have to discuss with Switzerland now'.

'EU-Swiss relations come as a package'

Hannes Swoboda. An Austrian MEP who is the leader of the Progressive Alliance of Socialists and Democrats in the European Parliament, told journalists 'For us (the European parliament) EU-Swiss relations come as a package.

If Switzerland suspends immigration from the EU, it will not be able to count on all the economic and trade benefits it is currently enjoying. We will not allow…cherry-picking'.

Even though the margin of victory could barely have been narrower, it is being seen as significant in many areas of Europe. Immigration is a big issue in many countries, not least in the UK where the Coalition government is trying to get the European Commission to agree to limit the free movement of people throughout the Union. Public disquietInterviewed on BBC Radio 4's lunchtime news programme The World at One, Yves Nidegger of the UDC said that the referendum result had been caused by public disquiet at the free movement agreement with the EU. He said that the agreement had been signed in 2006.

Since then, the population of Switzerland has grown by one million from 7m to 8m as the Swiss can no longer regulate its own population he said

Mr Nidegger said that the UDC had thought through its policy before calling for immigration quotas.
He said that he would expect senior figures in the European Union establishment to threaten sanctions but said that the policy against Switzerland would be up to the member states. He said that he thought that the British and Dutch in particular would support the Swiss. 'Dire consequences'He4 said that he thought that the reason why the European Commission had warned Switzerland of the apparent "dire consequences" of bringing in immigration quotas was to try to discourage further attempts to limit free movement within the EU.

He said 'I don't think that the whole ideal of free movement is going to die tomorrow but I think it (the referendum vote) will be welcomed as an opportunity to have some limits (on free movement).

60,000 asylum seekers have reached EU in 2014

The EU's border agency Frontex says that a record number of asylum seekers have entered the EU by sea and on foot in 2014. So far, Frontex estimates the total at about 60,000.

The migrants have travelled via eight main migration routes, the most popular being the Central Mediterranean route which brings migrants by boat from North Africa to the Italian island of Lampadusa.

Frontex expects 2014 to be a record year. It reports that the number of migrants in the first half of the year is higher than it was in the previous record year, 2011. By the end of 2011, Frontex estimates that 140,000 people entered Europe along the eight informal migration routes.

Lampedusa

Frontex estimates that 25,650 entered the EU by sailing from Libya to Lampedusa. Lampedusa is Italian territory but lies some 200km south of Sicily and only 113km off the coast of Libya. Some 250,000 people have successfully travelled there.

The second most popular route is the eastern Mediterranean route which brings migrants through Turkey. They then make their way into the EU by various methods. Some may come by boat to the Greek Islands. Others will cross the Black Sea into Romania and Bulgaria. Frontex estimates that nearly 6,000 migrants have used this route so far in 2014.

International law

International law requires that, once migrants arrive in a country, they should not be sent back before their asylum claim is investigated.

The Italian government says that the cost of policing Italian waters has risen enormously. Italy says that 39,000 people have reached Italy this year and the cost

The main reason for the upsurge is the continued violence in Syria. The Syrian civil war has continued for three years. Thousands have been killed and millions have been displaced. The UNHCR says that almost three million people have been displaced.

Syrian refugees

Many of these are living in camps in countries neighbouring Syria; Turkey, Jordan, Lebanon and Iraq but, inevitably, some try to escape to find a better life. Reports from within Syria suggest that the country, long known for its beautiful, historic buildings, now lies in ruins. Even though there are some indications that the war may be entering its final phase, it is likely that there will be little to go back to for many of the refugees who have left their homes.

It is also likely that many will choose not to return to Syria to avoid being caught up in any operations the government may take to regain control if the war does end. Other migrants come from all over Asia and Africa, often from areas where there is poverty and/or war.

Canadian working holiday visa numbers soar 2014

The number of young foreigners visiting Canada as part of the International Experience Canada (IEC) programme has risen sharply according to Citizenship and Immigration Canada (CIC). CIC says that it expects some 20,000 young people, aged between 18 and 35, to arrive in Canada with IEC visas in 2014.

International Experience Canada allows young people from 32 countries with relevant bilateral treaties with Canada to spend a year living and working in Canada (the minimum age is 18 and the maximum age is 30 for some countries and 35 for others). Applicants from the Republic of Ireland can stay for two years.

The recession which has continued in much of Europe since 2008 means that the scheme is particularly attractive for European applicants. CIC received 3,850 applications for IEC visas from Irish applicants within 11 minutes of beginning to accept applications on the evening of 13th March. There is similar demand among applicants from other European nations.

Visas made available in tranches

Citizenship and Immigration Canada (CIC) releases the visas for different countries in tranches on different days. So, for example, Ireland has a quota of 7,700 IEC visas. 3,850 were on offer on 13th March and a further 3,850 were made available on 1st April.

Canadian citizens are able to take similar working holidays in the 32 eligible countries but Canadian Unions say that three times as many foreign nationals come under the Canadian working holiday scheme than Canadians coming under similar schemes in other Countries.

This has led some in Canada to question the value of the program. Some critics have even suggested that the Canadian government is using the IEC program to allow cheap foreign labour into Canada.

Temporary Foreign Worker Program

Canada's Temporary Foreign Worker Program (TFWP) allows Canadian employers to employ foreign workers if they first obtain a Labour Market Opinion (LMO) which shows that there is no Canadian worker available to do the job.

Doug Parton, the Business Manager of the Ironworkers union Local 97 in British Columbia says 'This program (the IEC) circumvents the requirement for employers to prove there is a shortage of Canadian workers before hiring non-Canadians and also removes the requirement for employers to pay the prevailing wage rate for a particular job'.

Mr Parton continued 'It's a complete free for all and it's an attack on wages'.

'A wonderful opportunity'

Roma - 25 giugno 2014 –Si apre un canale privilegiato per l’arrivo in Italia degli imprenditori stranieri che vogliono avviare qui una start up innovativa: se il progetto è convincente e ci sono i soldi per realizzarlo il visto d’ingresso arriverà a tempi di record.

Ha preso il via ieri Italia Startup Visa, un programma del governo italiano per attirare idee, talenti e investimenti dall’estero. Tutto passa per il portale italiastartupvisa.mise.gov.it, attraverso il quale gli imprenditori stranieri possono presentare le domande a un comitato tecnico costituito presso il ministero dello sviluppo economico.

Il comitato esaminerà il curriculum e il progetto del richiedente, così come la disponibilità di risorse finanziarie dedicate alla sua realizzazione, che non dovranno essere inferiori a 50.000 euro. Dovrà esprimersi entro un mese, con una bocciatura o con un nulla osta all’ingresso. Questo arriverà in automatico se l’imprenditore ha già trovato in Italia un “incubatore certificato”, cioè un’azienda che sostiene e sviluppa le startup, disponibile ad accoglierlo.

Una volta ottenuto il nulla osta, il cittadino straniero potrà rivolgersi al nostro consolato nel suo Paese e, se dimostra che ha anche la disponibilità di un alloggio in Italia e un reddito superiore a quello per l’esenzione della spesa sanitaria (8400 euro), potrà ottenere “con ogni consentita speditezza” un visto di ingresso “per lavoro autonomo startup”. Una volta qui, avrà un permesso di soggiorno per lavoro autonomo.

“Italia Startup Visa è un ulteriore tassello della policy a favore delle startup innovative” ha detto il ministro dello Sviluppo Economico, Federica Guidi.“Uno strumento volto a incrementare la capacità di attrazione del nostro Paese approfittando della crescente mobilità delle intelligenze e degli imprenditori innovativi su scala globale”.

Australian immigration boom may have peaked

Australian immigration may have peaked, according to the latest figures from the Australian Bureau of Statistics.

Net inward migration in the year to March 2014 stood at 380,910. This is slightly down from the January 2013 figure of 411,000. But, it still amounts to 1.65% of the Australian population. As such, it is still, as Pete Wargent of the Australian propertyobserver.com.au website says, a 'huge' figure.

The Australian government remains committed to attracting around 250,000 immigrants per year in the near to mid-term. The Australian Department of Immigration and Border Protection says that it expects net overseas migration (NOM) to continue to account for 40% of Australian population growth in the years ahead.

'Populate or perish'

Australia has pursued an extremely active immigration policy since the end of the Second World War in 1945. The then immigration minister, Arthur Calwell, encouraged 'New Australians' to settle in Australia and warned Australians that Australia must 'populate or perish'.

The population of Australia in 1945 was about 7,400,000 and was overwhelmingly descended from British and Irish settlers, many of whom were criminals transported to Australia as punishment by the British during the 18th and 19th centuries.

The post-war government was committed to growing the population by 1% annually through immigration. At first, migrants from the British Isles were given preferential treatment but, since 1972, Australia has followed a completely non-discriminatory immigration policy.

Melting pot

There have been large waves of immigration from European countries such as Italy, Greece, Germany, Croatia, and the Netherlands. More recently, many more immigrants have come from Asian countries.

The population of Australia has grown enormously since 1945 and has also grown in diversity. The population is now above 23m. Census statistics released in 2012 showed that, while over a third of Australians identify themselves as having ancestry in the UK, about 4.5% say they are of Chinese descent and 2% say they are ethnically Indian.

There are now around 300,000 Australian citizens born in India and around 320,000 from China.

Australia committed to immigration programme

Australia's Coalition government, which came to power in September 2012, promised before the election to stamp out what it says is abuse of the asylum law but remains committed to attracting other types of immigrants.

The Coalition has taken steps to prevent migrants from Asia from travelling by boat from Indonesia to Australian waters where they often claim asylum. The government has coordinated a military campaign which has seen some boats containing migrants turned back into Indonesian waters.

Critics of the government say that this campaign is against international law but the government says that the migrants are not genuine asylum seekers but economic migrants seeking a better life.

Continuing immigration

At the same time as it cracks down on this form of migration, Australia will continue to accept large numbers of migrants through various immigration schemes.

A publication by the Department of Immigration and Border Protection says that Australia plans to accept 250,000 migrants every year at least until 2017. A report on Regional Net Overseas Migration forecasts immigration levels as follows

Skilled immigrants to be offered 'express entry' to Canada in 2015

The Canadian government is forging ahead with a new immigration system that will offer "express entry" to qualified immigrants starting in 2015 as a way to help fill open jobs for which there are no available Canadian workers.

Express Entry, formerly known as Expression of Interest, will be "a swifter path to Canada that will select immigrants based on the skills and attributes that Canada needs based on those identified by government but also by employers," said Immigration Minister Chris Alexander during a news conference in Richmond Hill, Ont., on Tuesday.

While the change in the name of the program was quietly announced in a news release two weeks ago, the government has been remodelling Canada's immigration system for the last 18 months or so.

Alexander said Canadian employers would be able to bring in workers through the Express Entry system with the long-term view that they would remain in Canada.

"You can bring your labour market opinion, your job offer, to the Express Entry system and ensure that the person you need comes to Canada as an immigrant, not as a temporary foreign worker. Not as someone who is here with an uncertain future and likely to go back, but as a full immigrant to Canada," Alexander said on Tuesday.

"And that I think is going to be very exciting because it's going to make the match between our economic immigrants and their families, and the needs of the Canadian job market much stronger."

Finding 'a match'

Under Canada's new immigration system, which would come into effect on Jan. 1, 2015, prospective immigrants would apply to express their interest in coming to Canada. In doing so, they would answer a series of questions about their professional skills, their education, languages spoken, etc.

Those applicants would then see their skills matched with labour needs identified by the provinces and territories, as well as employers.

While the subject of skills shortages has been hotly debated, Alexander maintained, "there are many parts of the country that have acute skills shortages, there are many sectors that have acute skills shortages."

In those instances where "a match" has been identified, Express Entry could be offered to anyone who has put in an application through one of the following four programs:

• Federal skilled workers.
• Federal skilled trades.
• Canadian experience class.
• Business class.

Alexander said prospective immigrants who apply through the Provincial Nominee Program could also benefit from the system but only if the province and territory in question has brought their program under the federal one.

"Provinces and territories will take their own decisions. We're in close touch with them. We have their support for the Express Entry system, they're very excited about it. And those that choose to come in early will benefit greatly," Alexander said.

Having a valid job offer, or a provincial or territorial nomination would guarantee that Express Entry candidates receive an invitation to apply for permanent residence.

Other features

Under the new program:

• Canada will be able to select "the best candidates" who are most likely to achieve success in Canada, "rather than the first person in line."
• An improved Job Bank will make it easier to find matches between Canadian employers and Express Entry candidates.
• The government will invest $14 million over two years and $4.7 million per year ongoing to ensuring the successful implementation of Express Entry.
• Qualified applicants can expect faster processing times of six months or less when invited to come to Canada, down from a wait of up to two years.

NDP immigration critic Lysane Blanchette-Lamothe was critical of the new system, saying it, "will promote the exact queue-jumping the Conservatives say they are trying to combat."

“This new program will put applicants in limbo because they may never be given a definitive answer on their application,” said Blanchette-Lamothe in a written statement.

McCallum told CBC News today that Canada's current immigration system is "anything but express." The Liberal immigration critic said he would like to see the government explain how it will process these applications in six months or less.

Alexander was in Richmond Hill on Tuesday to mark "the record number" of Chinese students and permanent residents welcomed to Canada in 2013.

China was once again "a top source" country for permanent residency in Canada, Alexander said.

Interesting that most skilled Immigrants do not traditionally vote for Pierre Poutine and the Outlaws , what scheme are they up to now , skilled people are usually left leaning and not sheep .

This all sounds great on paper but one has to wonder what jobs are employers identifying as not being able to fill with Canadian workers? From what the story says, even the government jobs will be filling some holes with these fast track immigrants.

You look around and you read how unemployment is growing all across Canada, yet Universities and Collages are stuffed at the seams with students that are just about to finish up and enter the work force. So now we need to ask our selves, Why would employers not be able to hire Canadians to fill the job needs that would force them to hire an immigrant instead? What kind of work is so hard to fill that you can not find a Canadian to do the job?

This just sounds like the Conservatives want to fast track people that will support them in an election. It has nothing to do with getting Canadians back to work as the government has no clue as to what jobs are so hard to fill.

@Arrdvark I lived in a country where there were no unions. Employers brought in foreign workers and held their passports. When family were sick or needed them at home, the employers would deny the time away. Slavery may be illegal, but there are many who see it as their "right" to profit off the work of others.

Canadians used to have training and ability. under Harper, we have to import these from 3rd world countries while our "trained" and "able" sit unemployed.

In March, the employment numbers were higher than anticipated, based largely on hiring in the PUBLIC SECTOR. Why were they hiring in the sector that Harper swore he was going to downsize? Because more people rely on benefits now. Unemployed, social assistance, either way some of those could be slinging burgers or serving coffee but they can't even find those jobs.

Harper you and every member of your caucus are a disgrace.

Elisa è nata a Tirana, vive a Bari da 15 anni insieme alla famiglia. Da dieci anni ha intrapreso il mestiere del panettiera e in agosto 2010 ha aperto “La Pupetta”, il panificio dove lei cucina e la sorella Gentiana vende al bancone.

“Il nostro forno ha tanti clienti, ma in queste settimane, dopo il primo posto assegnatoci da Agrodolce.it, sono aumentati. Non solo per assaggiare la nostra focaccia, “la focaccia dell’albanese”, ma anche semplicemente per complimentarsi con noi e farci gli auguri”.

“Sono molto contenta di questo riconoscimento. Non è facile a Bari vincere su altri forni rinomati, che fanno le focacce da generazioni” conclude Elisa contenta, che non dimentica di invitarci ad andare a trovarla per assaggiare non solo le focacce ma anche le altre meraviglie che escono dalla sua cucina, come la pizza di cipolle, il pane farcito, le varie insalate di mare, le torte rustiche, e i tanti dolci.

100,000 foreigners become Italian citizens

More than 100,000 foreigners obtained Italian citizenship last year, a new report by the Italian National Institute of Statistics (ISTAT) has revealed.

The figure includes those who obtained citizenship through marriage to Italian citizens, naturalisation, automatic transmission of citizenship to minor children whose foreign parents became Italian citizens, as well as children born in Italy who decided to become Italians when they turned 18 years old.

More than a half (51,4%) of foreigners who became Italian citizens last year were women. This is because the number of foreign women marrying Italian men is slightly higher than that of foreign men marrying Italian women.

The regions with the highest number of foreigners also produced the highest number of new Italian citizens. Out of the 100,712 new Italian citizens, 25,9% were residents in Lombardia, 14,5% in Veneto and 14,1% Emilia Romagna.

أغرب القواعد والقوانين السياحية في العالم

تسود في مختلف دول العالم عدة قواعد وقوانين تبدو للبعض غريبة، غير أنها سارية المفعول وتُفرض عقوبات أو 

غرامات مالية على من يخالفها، لذلك تنصح مختلف مكاتب السياحة في العالم السياح باحترام هذه القواعد والالتزام بها.

وتشير مكاتب سياحية إلى أن موسكو مثلا، تحظر بشكل صارم قيادة السيارات المتسخة قرب الساحة الحمراء، في حين تحظر بعض المدن السويسرية استخدام مياه المراحيض بعد السادسة مساء، أما في استونيا فيحظر لعب الشطرنج أثناء ممارسة الجنس.

ويلفت مكتب الاسكندرية السياحي التشيكي، انتباه السياح، إلى ضرورة تجنب تبادل القبل في الأماكن العامة في الإمارات ومصر وتركيا وتونس ودول أخرى، مشيرا إلى أن ذلك يعرض السياح إلى إشكالات.

وبحسب المكتب ذاته، لا يسمح في ولايات بوسطن وميتشيغان وكونيتيكت الأمريكية، تقبيل النساء الأحد، لأنه يوم للتأمل الروحي.

ويسمح بالتقبيل في رودي في ايسلندا، شرط أن لا تتجاوز فترة التقبيل ثلاث دقائق، بينما يسمح بالتقبيل لثانية واحدة في ولاية ماريلاند.

ومن القواعد الطريفة في العالم، يسمح في بنسلفانيا الأمريكية للرجال بشراء الكحول شرط وجود موافقة مكتوبة من زوجاتهم، في حين لا يسمح في جزيرة كابري الإيطالية للسياح والسكان على حد سواء بالسير وهم ينتعلون حذاء مصنوعا من الخشب، كونه يصدر أصواتا مزعجة ومرتفعه أثناء الحركة.

ويسمح في باليرمو الإيطالية للنساء الاستمتاع بأشعة الشمس وهن عاريات، في حين يحظر ذلك على الرجال.

أما في شاطئ ايراسيلا القريب من البندقية، لا يسمح بتشييد قصور من الرمل، ويتعرض من يفعل ذلك إلى عقوبة تصل إلى 300 دولار.

ويتحسس البلغاريون بشكل كبير من تنظيف الأنف بصوت مرتفع أثناء تناول الطعام، في حين يتحسس التشيك بشكل كبير من إطفاء السيجارة في صحن الطعام.

ويتوجب على السياح في بريطانيا الانتباه أثناء إرسالهم الرسائل أو بطاقات البريد، حيث لا يسمح بإلصاق الطابع البريدي بالمقلوب، حتى لا يصبح رأس الملكة والحكام الآخرين مقلوبا، الأمر الذي يُعتبر خيانة للوطن.

Ho sposato un' italiana. Quando posso chiedere la cittadinanza?

Sono un cittadino cubano, sposata da un anno con una cittadina italiana. Quando potrò richiedere la cittadinanza?

 – I termini per la richiesta per la cittadinanza italiana, legata al matrimonio con un cittadino italiano, variano in base al luogo di residenza. Se i coniugi sono residenti in Italia, il periodo richiesto è di 2 anni di residenza dopo il matrimonio; se, invece, sono residenti all’estero devono trascorrere 3 anni dalla data del matrimonio. Nel caso ci siano dei figli, nati o adottati dalla coppia, i termini vengo ridotti della metà.

Presentazione della domanda
La domanda si presenta alla Prefettura competente o, nel caso si risieda all’estero, all’Autorità Diplomatico – Consolare.
In Italia, a seconda della città in cui si vive, la domanda può essere presentata alla Prefettura previo appuntamento che, in alcuni casi può essere effettuato solo telematicamente. Per verificare la modalità per la presentazione della domanda, si consiglia di consultare la sezione dedicata sul sito del Ministero dell’Interno (http://www.interno.gov.it/mininterno/export/sites/default/it/sezioni/servizi/come_fare/cittadinanza/).

L’elenco dei documenti da allegare alla domanda è presente sul sito del Ministero dell’Interno. Nel caso la documentazione allegata non sia ritenuta sufficiente, l'Amministrazione si riserva il diritto di richiedere un’integrazione allo straniero entro un determinato termine. Se lo straniero non adempie la richiesta, la domanda viene considerata inammissibile. Inoltre, bisogna fare il versamento di € 200,00 tramite bollettino postale, oltre alla marca da bollo da € 14,62 da apporre sulla domanda.

Termine della procedura e decreto
Il termine per la conclusione del procedimento è di 730 giorni e decorre dalla presentazione della domanda e di tutti i documenti necessari. Come precisato dalla circolare del Ministero dell’Interno n° 6415/2011, una volta decorso il biennio, il richiedente diventa titolare di un diritto soggettivo pieno all’acquisto della cittadinanza italiana, essendo impossibile rigettare l’istanza oltre i 730 giorni ai sensi dell’art. 8, comma 2 della legge n° 91/92 sulla cittadinanza. Il richiedente, quindi, può far valere questo diritto davanti al giudice ordinario per richiedere la cittadinanza italiana, previa verifica dei requisiti di legge, se il Ministero non ha adottato il decreto di riconoscimento o di rifiuto della cittadinanza entro i termini stabiliti.

Si ricorda che dal 1 giugno 2012, la competenza ad adottare provvedimenti in materia di concessione o diniego della cittadinanza nei confronti di cittadini stranieri coniugi di cittadini italiani è del Prefetto, per cui tutte le richieste di informazione in merito dovranno essere indirizzate alla Prefettura di competenza e non al Ministero dell'Interno. La competenza è, invece, del capo del dipartimento per le Libertà Civili e l'Immigrazione, qualora il coniuge straniero abbia la residenza all'estero, e del Ministro dell’Interno nel caso sussistano ragioni inerenti alla sicurezza della Repubblica.

L’acquisto della cittadinanza italiana è subordinato al giuramento da effettuarsi entro 6 mesi dalla notifica del decreto presso il Comune di residenza, se si risiede in Italia, o presso l’Autorità diplomatico-consolare se si risiede all’estero. Trascorsi i 6 mesi il decreto non sarà più valido e l'interessato dovrà ripresentare una nuova domanda.
